I think the idea sucks to be honest but thats just becuase I would rather keep my few BPO's sort of exclusive. But that is just because it keeps my ISK ticking over. Too many BPO's/BPC's will see prices reduce and thus reduce my bottom line. If I wanted to do PVP i would have trained for it, but I wanted to build **** and got lucky with a few BPO's and the 7 mil SP's in science and industy have proved to be usefull. I struggle to sell all but 1 of them so I know that not all Tech II BPO's are a license to print ISK.
Of course the idea will be popular for those that don't have BPO's and want cheap ships. Lets face people would only be after the HAC and Cap recharger II's and one or two other high demand Tech II items. I have neither of those BPO's sadly but if I did I think I would be a tad ****ed off. 90% of tech II BPO's do not sell that well.
But taking my BPO Owner hat off lets look at the idea and its merits. Once an agent had offered a player who was not researching Starship engineering a BPO they would take it and they would ditch the agent for one that did offer HACS. If people knew that after X'0000 RP's they would get a BPC for a HAC everyone trains for 5 agents giving them a HAC every month per agent. Soon HACS become the norm.
Soon we have 100,000 players so thats 300,000 characters how many of those would have 4 or 5 agents all researching for the same item. Sure one or two would switch to get a BPC for a gun or other mod every now and again.
I would rather see some elements of skill and maybe even risk involved in getting a BPO or BPC. But you would also need an element of luck to stop BPC harvesting and the inevitable crash and I don't think eve would be a much fun if Tech II was the norm. Tech II has to have a limited supply.
So what are the alternatives.
A proper lottery where people will lose RP's if they lose the lottery. You could enter some or all your RP's into a lottery for a BPC (or BPO i guess), you lose the lottery you lose RP's. Risk V Reward.
A BPO/BPC is only offered when the player does a R&D mission. I have 15 agents on 3 accounts and not done a mission in over a year. I been lucky a few times, come home from work, R&D Agent i not seen in a year has a nice reward for me. Something wrong with that I think (But still nice to win ) I simply don't have the time to do missions for all 15 agents so I would lose out but such is life. Those in 0.0 space may suffer but they got the zyd/mega/morph and nice rats.
RP's are only given for missions or a huge increase in RP's for completing a mission. Instead of an amount equal to the days RP's why not 10 or 50 times. Those doing missions sure to increase their chances. Fail/decline a mission lose lots of RP's but do no mission and you get little or no RP's.
Whatever system is decided there has to be a mixture of luck, skill and risk at the moment its pure luck and the longer you been in the game and harvesting RP's by doing sod all the better your chances/
I do think that more BPO's should be released to factor in the new players and the skills they are getting.
Maybe its too late to change the current system. It was flawed when implemented but the simple solution is to seed more BPO's. CCP have the figures for whats in demand. I don't suppose we need many more Tracking Distrupter II BPO's cos I sure don't sell that many of them. But we all know whats in demand and whats not.
I have been lucky I guess. 5 Tech II BPO's over 15 agents over 2 years I guess. I still got 400,000 rp's maybe i get lucky again.
PS
Why not use RP's for something other than Tech II stuff. A boost to skills maybe with increased skill training time that expires after a week/month etc. Or Something that increases Combat DPS, Speed, mining yeild or maybe tech II skills.
Now Tech II Skills, thats an idea.
